Position Summary
Witt O’Brien’s Government Solutions seeks an Associate Consultant II position to support State and Local Governments with design and implementation of federally funded programs focused on assisting organizations with overcoming the short-term and long-term impacts of program implementation. The candidate will work on a dynamic team comprised of highly experienced policy and program design specialists, data analysts and highly engaged clients to meet fast-paced project requirements and provide end-user support. Every day, our team members work to inform decision makers how to best address their most complex challenges and the associated budgetary impacts on operational continuity.

Essential Job Functions
- Assist with application eligibility review for Federal, State or Local Government grant programs.
- Work with government organizations to maximize federal assistance.
- Perform research, apply appropriate analytical methodologies of federal regulations, and summarize findings to determine eligibility of expenditures utilizing federal funds.
- Understand and apply project management concepts to support prioritization and implementation of programmatic activities and strategic initiatives.
- Creating policies, Standard Operating Procedures (SOPs), and business process guidelines for use of federal funding received by State and local governments.
- Create performance metrics, collect performance data, apply appropriate analytical methodologies and visualization techniques to evaluate grant/program performance of State/Local government and associated subrecipients.
- Perform meeting management activities to include scheduling, coordinating administrative and logistical needs as well as the development of supporting materials, summary reports, action items, and meeting minutes.
- Produce and develop memos to establish framework for eligibility including the purpose and overview of the program, types of expenses, allowable use of federal funds, conclusion of eligibility status, potential risks, and strategies for risk mitigation based on discretion and expertise.
- Develop tailored briefing materials and reports to communicate concepts, analysis results, and recommendations to a diverse group of stakeholders.
- Be comfortable presenting your work to a small audience conveying results or facilitating discussion to support a client decision.
- Maintain a positive working environment, growth mindset, and can-do attitude to foster productive and healthy team and client relationships.
- Identify opportunities for enhancing service offerings and developing business within a client organization or business area.
- Support the development of proposals for new and existing work.
Minimum Job Requirements
- 1-3 years of relevant experience.
- Strong proficiency with Microsoft Office (Word, SharePoint, Excel, PowerPoint).
- Preferred experience with performance measures and process mapping.
- Preferred experience with process modeling software (e.g. Microsoft Visio).
- Preferred experience with Microsoft Teams.
- Ability to distill information, develop insights, and work alongside clients to solve complex challenges.
- Ability to be a self-starter, team player, and leader in a fast-paced environment.
- Must be detail-oriented and able to handle multiple priorities concurrently.
- Must possess strong interpersonal communications and teamwork skills.
- Takes ownership of projects and can prioritize assignments based on client’s needs.
- Authorized to work in the US.
- Bachelor’s degree required. As an alternative, two (2) years of experience working in assigned technical discipline may be substituted for one (1) years of education (i.e., eight (8) years of relevant work experience is equal to a Bachelor’s degree).
