This position currently has the flexibility to work remotely up to four days per week. Additional time in the office may be required depending on training and operational needs. The Department of Administration (DOA), Division of Personnel Management (DPM) provides centralized and decentralized human resources leadership for the State of Wisconsin government. DPM oversees all state human resources functions including the state civil service system, labor relations, payroll and benefits administration, workforce relations, HR information systems administration and management, policy administration, classification and compensation, the state's affirmative action, equity, and inclusion programs, and provides training and development to employees, supervisors, and agency leaders statewide. Position Summary This position is responsible for performing classification and compensation activities and analysis for the State of Wisconsin. This position will be assigned to provide technical assistance, consultation and guidance on compensation and classification matters to statewide human resources professionals and agency leadership. This position performs activities such as conducting organizational reviews and analysis, performing job classification analysis, applying statewide classification and compensation strategies, conducting research related to occupational analysis and/or compensation strategies to attract and retain the state's workforce; providing consultation and assistance to stakeholders on HR procedures, policies and laws; developing human resource guidelines for assigned areas of responsibility and participating in a variety of special project teams in human resource management assignments that have statewide impact. At the Senior and Advanced levels, the Classification and Compensation Specialist has greater emphasis on supporting and providing input on policy level assignments, may serve as an enterprise subject matter expert on assigned topics, advises HR leadership and agency heads as needed, and also assists with training or mentoring other staff within DPM and state agencies. Salary Information Starting hourly rate for the Executive HR Specialist (entry level) position (schedule/range 81-04) will be $36.00 per hour - $37.82 per hour. Starting hourly rate for the Executive HR Specialist - Senior or Advanced level position (schedule/range 81-03) will be $40.00 per hour - $45.67 per hour. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan. A 12-month probationary period is required. Level of position and salary will be determined based on the qualifications of the selected candidate at the time of hire. Lower-level permanent positions are eligible for reclassification to higher levels (including pay increase) after specified training, experience, and performance of new job assignments is attained. Job Details Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. Qualifications Minimally qualified applicants will have education, training, and/or experience with each of the following: • Performing compensation activities (conducting pay setting analysis, providing compensation recommendations, identifying impacts on fiscal planning for an organization, labor market analysis, etc.) OR performing classification activities (job analysis, determining FLSA status, developing position descriptions, determining job titles, etc.). • Analyzing data for the purpose of generating written reports, recommendations, or summaries for a general audience. • Interpreting state or federal policies, procedures, laws, or regulations. In addition to having all of the above, an applicant at the senior level will have experience with each of the following: • Implementing/managing compensation practices, structures, and their impacts on fiscal planning, including the evaluation of state/public sector practices, and addressing competing interests. • Conducting job analysis and applying classification techniques, concepts, and principles, including the evaluation of state/public sector practices, and recognizing and addressing competing interests. In addition to having all of the above, an applicant at the advanced level will have experience with each of the following: • Interpreting and applying Wisconsin statutes and administrative rules related to human resources and employment and/or applicable federal laws and regulations (FLSA, FMLA, etc.). • Leading or managing occupational group studies or surveys to determine classification/compensation structure and/or market placement.
