Job Summary
The Home Health Physician / Nurse Practitioner Regulatory Consultant serves in a non-clinical, advisory consulting role providing physician-level or advanced practice expertise specific to Medicare-certified home health agencies. This role supports regulatory understanding, interdisciplinary care team effectiveness, and medical oversight expectations unique to the home health environment.
This position does not involve direct patient care. The consultant contributes home-health-specific regulatory and clinical perspective to company-developed, proprietary programs, education, expert panels, and public speaking engagements, and provides care team and regulatory insight where a physician or nurse practitioner viewpoint is required.
Essential Duties and Responsibilities
Design and support the implementation of company-developed activities, engagement, and life enrichment programs relevant to home health patients and care teams.
Provide physician or nurse practitioner perspective on CMS Home Health Conditions of Participation (CoPs), survey expectations, documentation standards, and medical oversight requirements applicable to home health agencies.
Offer consultative guidance to home health leadership and interdisciplinary care team members on care planning concepts, documentation expectations, physician/APRN roles, and oversight responsibilities within the home health setting.
Support interpretation of home health survey findings, citations, plans of correction, and regulatory guidance from a home-health-specific clinical perspective.
Serve as a clinical subject matter expert for internal teams supporting home health consulting, education, and quality initiatives.
All guidance provided is advisory only and aligned with company-approved home health programs and resources.
Contribute home-health-specific clinical insight to the refinement, validation, and positioning of company-developed programs related to care planning, care coordination, interdisciplinary effectiveness, and regulatory compliance in home health agencies.
Review educational, training, and professional development content to ensure alignment with home health practice realities, CMS intent, and regulatory expectations, including physician/APRN involvement requirements.
Provide physician or APRN perspective without independently developing, implementing, or disclosing proprietary methodologies.
Participate in expert panels, webinars, conferences, and professional education focused on home health services, regulation, and interdisciplinary care delivery.
Provide physician/APRN regulatory insight during educational programming related to home health care planning, documentation, OASIS-related considerations, care coordination, and survey readiness.
Represent the organization in public forums as a home-health-focused regulatory subject matter expert.
Collaborate with internal teams to ensure external messaging related to home health consulting and education is accurate, consistent, and aligned with company offerings.
Serve as a trusted home-health-specific clinical advisor to internal consulting, program, and leadership teams.
Support internal understanding of emerging CMS home health guidance, survey trends, documentation requirements, and medical oversight expectations, including physician certification and recertification responsibilities.
Contribute to thought leadership initiatives while maintaining confidentiality of proprietary program design.
This position is strictly consultative and educational. The consultant does not provide direct patient care, conduct clinical assessments, diagnose conditions, prescribe medications, order treatments, or establish provider–patient relationships.
All input is advisory and intended to support home health staff and organizational teams within their licensed scope of practice.

Substantial experience working specifically in home health agencies.
Strong working knowledge of CMS Home Health Conditions of Participation, survey processes, documentation standards, and medical oversight expectations.
Experience participating in home-health-focused panels, webinars, or speaking engagements.
Education, Experience, & Licensing Requirements
Education
Bachelor’s degree required in Healthcare Administration, Gerontology, Social Services, Nursing, Public Health, or a related field
Experience/Licensure Requirements
Experience participating in home health care planning and interdisciplinary processes from a physician or APRN perspective.
Experience providing regulatory consultation, education, or advisory support without delivering direct care.
Excellent communication, presentation, and professional judgment skills.
Prior experience as a home health medical director, certifying provider, attending clinician, or regulatory consultant preferred.
Experience supporting home health agencies during state surveys, plans of correction, or regulatory reviews.
Experience with public speaking, panels, webinars, or professional education focused on skilled nursing.
Physician
MD or DO from an accredited medical school.
Current or prior unrestricted state medical license.
Board certification or prior board certification in Family Medicine, Internal Medicine or Geriatrics preferred
Demonstrated experience practicing in, overseeing, or consulting with home health agencies, including physician certification and recertification responsibilities
Nurse Practitioner
Graduate of an accredited Nurse Practitioner program.
Current or prior unrestricted APRN license and national certification.
Demonstrated experience practicing in, overseeing, or consulting with home health agencies.
